THE ORIGINS OF INTERNATIONAL ECONOMIC DISORDER

The book begins with an overview of the British gold standard and its gradual breakdown during the interwar period. This sets the stage for the main subject: the history of the monetary order underlying the multilateral free-trade system promoted and managed by the United States. The analysis rests on a distinction between a closed economy, where trade imbalances can be corrected by the imposition of quotas and tariffs, and an open one, where the only way to overcome an imbalance is either to encourage exports by lowering the value of the national currency (devaluation) or to discourage imports by allowing domestic economic activity to stagnate (deflation). Block suggests that while the closed economy is more favorable to the working classes, the open one is sought by those with money to invest, i.e. the capitalists. What the book actually studies is the historical effort by a surplus exporter, the postwar United States, to provide the credit required by its trading partners, essentially the Western European nations and Japan, to continue purchasing its goods and thus sustain its industrial expansion.

MISALIGNMENT OF EXCHANGE RATES: EFFECTS ON TRADE AND INDUSTRY

Contributors to Misalignment of Exchange Rates address a series of questions about misalignment. Several papers investigate the causes of misalignment and the extent to which observed movements in real exchange rates can be attributed to misalignment. These studies are conducted both empirically, through the experiences of the United States, Great Britain, Japan, and the countries of the European Monetary System, and theoretically, through models of imperfect competition. Attention is then turned to the effects of misalignment, especially on employment and production, and to detailed estimates of the effects of changes in exchange rates on several industries, including the U.S. auto industry. In response to the contention that there is significant "hysteresis" in the adjustment of employment and production to changes in exchange rates, contributors also attempt to determine whether the effects of misalignment can be reversed once exchange rates return to earlier levels. Finally, the issue of how to avoid—or at least control—misalignment through macroeconomic policy is confronted.

EL RETO DE LA MUNDIALIZACION

El discurso dominante hace de la mundialización una "obligación absoluta, una "ley incuestionable" contra la que no se puede hacer nada. Aún más, la mundialización sólo tendría un aspecto, la que se nos propone en su nombre, siendo todas las demás forzosamente utopías.
Ahora bien, la historia nos muestra exactamente lo contrario. La historia no está dirigida por el despliegue infalible de las "leyes de la economía pura" tal como lo imaginan los ideólogos del sistema. Se construye por las reacciones sociales a las tendencias que estas leyes expresan, las cuales definen a su vez las relaciones sociales concretas en el marco en que estas leyes operan. Este rechazo organizado, coherente y eficaz de la sumisión unilateral y total a las exigencias de estas supuestas leyes modela la verdadera historia así como la lógica "pura" de la acumulación capitalista. Dirigen las posibilidades y las formas de la expansión que se desarrolla por tanto en aquellos marcos en que imponen su organización.
